Effective October 3, 2025, the U.S. Department of Transportation updated the DBE/ACDBE program rules through an interim final rule (IFR) affecting how social and economic disadvantage is reviewed.

All certified DBE firms are required to participate in a DBE reevaluation process in order to have the opportunity to retain their DBE status by providing individualized documentation demonstrating continued eligibility under the updated standards.

Owners must provide a Personal Narrative establishing social and economic disadvantage by a preponderance of the evidence, based on individualized proof of economic hardship, systemic barriers, and denied opportunities that impeded the owner’s progress in education, employment, or business.

The Personal Narrative must explain how and to what extent those impediments caused economic harm. Owners must also provide a current Personal Net Worth (PNW) statement and supporting financial documentation showing that the owner meets the applicable $2.047 million PNW threshold.
