What qualifies as a minority may vary from certification to certification. You must also possess the ability to run your company independent of a non-qualifying individual. Some certifications require US Citizenship while others require legal residence. Requirements AND Eligibility may vary among Certifications. About 65% of the information required for certification is the same for almost every certification, but there can be quite a variety of required documentation. The required documentation is the minimum to be considered for certification. Be prepared to provide more than the minimum required documentation and to be able to answer every inconsistency with supporting documentation.

Certification timelines vary by certification program, certifying organization, application completeness, documentation quality, and how quickly the business owner responds to requests for information.

For most WBE, MBE, WOSB, state, local, and corporate certification applications, the preparation phase can take several weeks depending on the company structure, number of owners, document availability, and whether any ownership, management, control, financial, or operational issues need to be addressed before submission.

After submission, the certifying organization controls the review timeline. Agency review periods may range from several weeks to several months depending on the program, backlog, site visit requirements, requests for clarification, and whether additional documentation is needed.

Certification denials may occur when the certifying organization determines that the business does not meet the program’s ownership, management, control, eligibility, or documentation requirements.

Common reasons for certification denial may include:

  • Ownership that does not meet the required percentage or is not clearly documented.
  • Control concerns, including decision-making authority, management roles, or operational involvement.
  • Involvement of non-qualifying individuals in ownership, management, or control.
  • Dependence on a non-qualifying individual or company for critical operations, financing, equipment, employees, contracts, or decision-making.
  • Interdependence with a non-qualifying company acting as a primary customer, supplier, or operational support that raises independence concerns.
  • Incomplete, inconsistent, or missing documentation.
  • Financial, tax, or capital contribution issues.
  • Business structure concerns, including trusts, transfers, or ownership changes that are not clearly supported.
  • Failure to meet program-specific eligibility requirements.

For DBE certification, additional issues may involve Personal Narrative deficiencies, insufficient documentation of individualized social and economic disadvantage, or concerns related to Personal Net Worth (PNW) documentation under the current IFR reevaluation process.
