May 07, 2026 Certification is not always required to do business with the government. Many government contracts are open to businesses that are not certified.

However, certification may be required or beneficial when a contract, subcontract, set-aside, participation goal, supplier diversity requirement, or customer request specifically references WOSB, DBE, or SBE certifications.

For example, WOSB certification may be relevant for certain federal contracting opportunities, while DBE certification may be relevant for federally assisted transportation projects. State, local, county, and municipal programs may also have their own certification requirements or preferences.

Before applying, it is important to understand the contract opportunity, customer requirement, agency program, and certification path that applies to your business. The right certification depends on your ownership, control, documentation, industry, geography, and target opportunities.
